1) I plan to install a small standalone PV system to supply power to the water pumps in my garden. Do I have to make an application to the power company?
Ans: It is not necessary to do so, in the case of a standalone (off-grid) system.
   
2) I plan to install a small 1 kW PV system. Can I simply connect its output to a 13A socket outlet without notifying the power company?
Ans: No, the power companies require the electricity user to make an application to them, if he/she intends to construct a grid-connected small-scale RE power generation system within his/her premise.
   
3) Can I sell the excess power generated by a PV system back to the power company?
Ans:

No, presently there is not such kind of "net metering" arrangement in Hong Kong.
